To me, this quote carries similar thematic significance to Governor McCrory's stance against liberal arts and non-math/science classes - this significance is that some state politicians think they can improve the output of public universities (in terms of in-state job growth) while slowly taking away the resources that have given them whatever extent of success they've had in the first place.

The problem with the government distributing budget funds from the education system (instead of to the education system) is that doing so immediately weakens the state infrastructure that politicians have worked so hard to convince their constituents that they want to fix. The state can't continue to grow and thrive economically if they don't give in-state students incentives to study at state universities like UNC.
